BESCOM Online Name Change: How to Transfer an Electricity Connection to Your Name in Bengaluru

Bought or inherited a home in Bengaluru, but the electricity bill still carries someone else’s name?

It is one of the last tasks on a buyer’s list, and the one most often postponed. Imagine an owner who completes the registration, gets the keys and moves in, and the BESCOM bill keeps arriving in the previous owner’s name. For a while, nothing goes wrong. Then the owner needs the bill as address proof for a bank or a passport application, or the old owner’s name triggers a query. BESCOM’s new digital name change is meant to make this step quick, with no trip to the office.

Quick answer

BESCOM has launched a fully digital name-change facility for electricity connections in urban areas across its 8 districts, including the Greater Bengaluru Area. You apply through BESCOM’s Web Self-Service (WSS) portal, upload or confirm your documents, e-sign and pay online, then track the application. No office visit is needed. For many buyers, the process starts with an e-Khata mutation in your name, so complete that first.

BESCOM describes this as India’s first fully digital ownership-transfer process offered by a power distribution company. Over 31,000 name changes were reported processed digitally under the pilot, and a rural rollout has been announced for later.

Who needs a name change?

  • Buyers of a new or resale flat, house or plot

  • Owners moving from builder to buyer after the first sale

  • Heirs after an inheritance

  • Family transfers, such as a gift or partition

  • Co-owners adding or changing a name

A bill in your name is also useful as an address proof, and may matter for subsidy schemes that depend on the registered consumer.

How does it work? (steps)

  1. Complete your property records first. For a purchase, get the e-Khata mutation done in your name.

  2. Look for the SMS or link. After e-Khata mutation approval, owners may receive an SMS with a request ID and a BESCOM portal link.

  3. Open the BESCOM Web Self-Service portal and choose the name change (change of ownership) service.

  4. Verify yourself with an Aadhaar-linked mobile number and OTP, as prompted.

  5. Confirm your ownership details and upload documents as the portal asks.

  6. E-sign the declarations and agreements shown on screen.

  7. Pay the fees online and note the fee shown on the live portal.

  8. Download the acknowledgement and track the application until the name is updated.

Steps and screens can change, so follow the instructions on the live BESCOM portal.

What should I keep ready?

  • Proof of ownership, such as the registered sale deed, gift deed, partition deed or succession certificate

  • E-Khata details in your name, where the portal links to them

  • A recent BESCOM bill, with the account (RR) number

  • Your ID, and an Aadhaar-linked mobile number for OTP and e-sign

  • A recent property tax receipt

The exact list depends on your case, so check the portal before you apply.

What does it cost?

The portal shows the fee when you apply, and BESCOM’s live instructions apply. I haven’t quoted a figure here, because charges can change. Check the amount on the portal before you pay.

What should buyers, sellers and heirs check?

  • Buyers: ask the seller for the latest electricity bill and confirm there are no dues before you register. Apply for the name change soon after registration.

  • Sellers: clear all dues and keep the final bill. Tell the buyer which account (RR) number is attached to the property.

  • Heirs: keep the succession certificate or other ownership proof ready, since the process needs proof of how you came to own the property.

  • Apartment owners: confirm your flat has its own meter and account, not a shared connection billed to the society.

  • Water connection: the BWSSB water and sewerage connection is a separate transfer, so do both.

What should Bengaluru buyers check on top of this?

  • Dues: unpaid electricity bills can follow the connection, so check before you pay the balance.

  • Mutation first: if your e-Khata mutation isn’t complete, the online transfer may not be able to verify your ownership, so complete that first, as in our e-Aasthi 2.0 guide.

  • Rural areas: the facility has been launched for urban areas, with rural rollout planned, so ask BESCOM if your property is outside urban limits.

  • Rental properties: if you rent out the property, the connection normally stays in the owner’s name. Keep records of who pays the bill.

  • Papers: verify title and approvals, as in our legal opinion guide.
