Bengaluru Master Plan Zones: How to Check a Plot’s Land Use Before You Buy

Short version: In Bengaluru, the master plan zone decides what you can legally build on a plot. Homes belong in Residential zones, and a plot in an agricultural, park or similar zone may never be buildable, whatever the seller’s sketch shows. The Revised Master Plan 2015 is still the plan in force. Before you pay anything, get the zone for your exact survey number confirmed in writing by the planning authority.

Say a seller hands you a neat layout sketch: plots, roads, a compound wall. It looks approved. But a seller’s drawing is not a zoning document. The master plan is, and it can tell a different story about the same survey number. This guide explains the zones the government has declared, which plan is in force, and how to check a plot before you commit.

What does a master plan zone decide?

A master plan divides the planning area into land-use zones, and each zone lists what can be built there. When you apply for a building plan or layout approval, the authority checks the proposed use against the zone. If they don’t match, the plan can be refused, however clean your title is.

The ground can mislead you. A plot can have neighboring houses, a tar road and electricity poles and still sit in a zone that doesn’t allow a dwelling. Neighbor's houses may themselves be unauthorized, or the zone boundary may cut through the layout. Only the map settles it.

Which master plan is in force in 2026?

The Revised Master Plan 2015 (RMP 2015) still governs land use in Bengaluru’s local planning area, which the BDA puts at about 1,300 sq km.

  • RMP 2031: a draft was provisionally approved in 2017, but in July 2020 the state government withdrew that approval. It was never notified, so it has no legal force.

  • RMP 2041: the BDA floated a global tender in 2025 aiming for mid-2026. I found no sign it has been notified. Until it is, RMP 2015 applies.

  • Amended rules: zoning rules inside the zones, such as setbacks, parking and density, were amended in 2025. The zone is one check, and the current development rules are another.

When RMP 2041 is eventually published in draft, it is expected to open for public objections. Watch that draft, because zones for some areas may change.

Areas outside the BDA’s planning area are covered by other plans, such as those of the Bengaluru Metropolitan Region Development Authority (BMRDA) or other local planning authorities. Always confirm which authority covers your survey number.

What are the types of zones in Bengaluru?

The BDA’s zoning regulations for RMP 2015 set out these main land-use zones.

Zone

What it’s for

What it means for a home buyer

Residential (Main)

Areas that are predominantly residential

Housing is permitted. This is the zone you want to see.

Residential (Mixed)

Residential mixed with employment, shopping and similar uses

Housing is permitted, but expect shops, offices and other uses nearby.

Commercial (Central)

Central business areas

Built for commercial use. Check carefully before assuming a home is allowed.

Commercial (Business)

Business and office areas

Same as above.

Commercial Axes

Commercial strips along major roads

Primarily commercial. Check what the regulations allow on your plot.

Industrial (General)

Factories and general industry

Not for housing, though some ancillary residential use (up to a limited share of the land) is allowed.

Industrial (Hi-Tech)

Campus-style, non-polluting industry such as IT and biotech

Not meant for housing. Check the permitted uses.

Transportation

Roads, transit and related facilities

Not buildable for private homes.

Public and Semi-Public

Schools, hospitals, government and civic uses

Extremely limited private use. Avoid buying a residential plot here.

Public Utilities

Water, power, sewage and similar services

Not for housing.

Parks and Open Space

Parks and recreation

Generally can’t be built on.

Agricultural Land

Farming and related use

Not a residential zone. Check whether the use can lawfully change.

Unclassified

Land the plan hasn’t assigned a specific use

Use depends on the planning authority’s decision. Get it in writing.

Zone names like “Protected Land”, “Restricted Development” and “Logistics” appeared in the withdrawn 2031 draft, not in the plan in force. If a seller quotes one of those names, ask them which plan they’re using.

What other restrictions can apply?

The zone is not the only layer. Other things can limit a plot.

  • Lake and storm-drain buffers (rajakaluve). These are separate and strict, and they can cut across a plot in a zone that otherwise looks residential. They are set by the state’s rules and court orders, so check the current buffer for the water body near your plot.

  • Road width and plot size. Development rules within a zone, such as floor area ratio, ground coverage and dwelling units, depend on these.

  • Phased plans in some local plans. Some BMRDA local plans divide land into phases, and approvals for conversion aren’t given in the later phase.

  • Ring location. Bengaluru’s rules treat different rings of the city differently.

Which document answers which question?

Buyers often check the wrong thing. This table shows what each document actually tells you.

Document

What it tells you

What it doesn’t tell you

Title deed and encumbrance certificate

Who owns the land and whether there are charges on it

What you may build

Khata or e-Khata

How the property is recorded for tax

Whether the use is permitted

RTC (Pahani)

The land’s classification in revenue records

The master plan zone

Conversion order or planning authority certificate

The land has been converted from agricultural use in revenue records

Whether the master plan zone allows the planned use

Master plan extract or land-use certificate

The zone for your survey number

Who owns it

Approved layout or building plan

A specific development has been sanctioned

Whether the sanction is valid for your plot

How do I verify a plot’s zone before I buy?

  1. Get the exact survey number, extent and village from the title documents.

  2. Identify the planning authority for that location: the BDA for the Bengaluru local planning area, or another authority such as BMRDA outside it.

  3. Get the notified master plan land-use map for that area, not a draft or a plan the seller found online.

  4. Overlay the plot’s survey number and boundary on the map to read its zone, and check whether any part falls in another zone or overlay.

  5. Ask the planning authority for a master plan extract or land-use certificate for the survey number, in writing.

  6. Check the revenue side: look at the RTC and, if the land was agricultural, check that a valid conversion order exists.

  7. Check lake and drain buffers for the survey number.

  8. Have a property lawyer review all of it before you pay an advance.

What if the plot isn’t in a residential zone?

Don’t assume it can be fixed. Converting agricultural land in the revenue records (under Section 95 of the Karnataka Land Revenue Act) is one step. If the master plan zone itself doesn’t allow your use, a separate change of land use under Section 14-A of the Karnataka Town and Country Planning Act is needed, and the authority doesn’t have to grant it. Where a zone is protected, green or agricultural under the plan, a change is often not possible at all.

A land-use mismatch should show up in the price. If the seller is asking a residential price for land that isn’t zoned for it, that’s a red flag.

What does a wrong zone cost you?

  • No clean building sanction. That affects completion, occupancy and resale.

  • Penalties and enforcement. Unauthorized construction can face notices and demolition, especially near lakes and drains.

  • No bank loan. Most banks won’t fund a home on unconverted agricultural or revenue sites, because the land use doesn’t support legal residential construction.

  • A hard resale. Your next buyer faces the same wall, so a plot you can’t finance and can’t easily sell is worth far less than its asking price.

None of this means every plot outside a core residential zone is a trap. Conversion and land-use changes are legitimate when the plan allows them. The point is to know exactly what you’re buying, and to base it on your survey number, not on a seller’s reassurance that the area is developing.

Frequently asked questions

How do I check the land use zone of a Bengaluru plot?
Overlay the plot’s survey number on the notified master plan map and ask the planning authority for a master plan extract or land-use certificate in writing. A seller’s sketch is not proof.

Which master plan is in force in Bengaluru in 2026?
The Revised Master Plan 2015. The draft RMP 2031 never took effect, and RMP 2041 is under preparation but, as far as I found, not yet notified.

What are the types of zones in Bengaluru?
RMP 2015 includes Residential (Main), Residential (Mixed), Commercial (Central), Commercial (Business), Commercial Axes, Industrial (General), Industrial (Hi-Tech), Transportation, Public and Semi-Public, Public Utilities, Parks and Open Space, Agricultural Land and Unclassified.

Can I build a house on agricultural land?
Not simply because you’ve converted the revenue record. The master plan zone must also allow it, and a change of land use isn’t guaranteed.

Is a khata proof that I can build?
No. A khata shows how the property is recorded for tax. It doesn’t show what use the master plan allows.

Will a bank fund a home on an unconverted revenue site?
Usually not, because the land use doesn’t support legal residential construction.

Can the zone of my plot change?
Yes, when a new master plan such as RMP 2041 is notified. Watch the draft when it’s published.
