PLC and Floor Rise Charges in Bengaluru: How Much Do They Add, and Are They Negotiable?

Why does the same flat layout cost lakhs more on the 12th floor than on the 4th?

The walls, rooms and carpet area are identical. The difference sits in two lines of the builder’s cost sheet. Imagine two buyers in the same tower who compare notes at the housewarming. One paid close to the base price. The other paid several lakhs more for a higher, park-facing unit and never saw it as a big item, because it was broken into per-square-foot charges. Those two lines are floor rise and PLC.

Quick answer

Floor rise charges are a premium per square foot for each floor above a base floor. PLC (preferential location charges) are a premium for a better position, such as a park or lake view, a corner, or a favourable direction. Both are set by the builder, not by law, and both are charged on top of the base price. They are usually negotiable, and GST, stamp duty and registration apply to them too, so every rupee of premium costs more than it looks.

What are floor rise charges?

A rate per square foot, usually per floor above a starting floor, multiplied by your floor and the chargeable area. Builders justify it with better light, ventilation, quieter surroundings and views on higher floors. Some builders stop adding it after a certain floor, so ask where it starts and where it stops.

What is PLC?

An extra charge per square foot for a unit that is better placed than others in the same project. It can reflect:

  • a park, lake or open-space view

  • a corner unit

  • a favourable direction

  • a unit away from a lift, road or utility area

Reported PLC runs from about ₹100 to ₹500 per sq ft, and can be a significant share of the price on premium units.

What are typical ranges?

Charge

Floor rise

About ₹20 to ₹100 per sq ft per floor, depending on the project

Usually super built-up area

PLC

About ₹100 to ₹500 per sq ft, and more on premium units

Usually super built-up area

These are reported ranges, not rules. Each builder sets its own.

What does it add up to? (worked example)

Illustrative figures for a 1,200 sq ft (super built-up) flat, with a base price of ₹7,500 per sq ft, floor rise of ₹40 per sq ft per floor starting after the 4th floor, and PLC of ₹200 per sq ft for a park-facing unit:

Item

4th-floor unit

12th-floor, park-facing unit

Base price

₹90,00,000

₹90,00,000

Floor rise (8 floors above the 4th × ₹40 × 1,200)

none

₹3,84,000

PLC (₹200 × 1,200)

none

₹2,40,000

Agreement value

₹90,00,000

₹96,24,000

GST at 5%

₹4,50,000

₹4,81,200

The premium itself is ₹6,24,000. With GST on top, the extra cost is about ₹6.55 lakh, before stamp duty and registration, which are also worked out on the higher value.

Why do these charges cost more than they appear?

  • GST applies on the bundle. For an under-construction flat, GST is levied on the whole agreement value, premiums included. Ready flats with a completion certificate have no GST.

  • Stamp duty and registration rise with the price. They are calculated on the agreement value, subject to the guidance value rules.

  • Your loan covers more. The premium is part of the agreement value, so it raises your loan amount and your EMI.

  • They are charged on the larger area. Since these charges are usually based on super built-up area, compare projects on carpet area, as in our carpet area guide.

Are PLC and floor rise negotiable?

Often, yes. There is no regulation fixing their amount, and many builders negotiate them, especially on slower-selling inventory. RERA requires charges to be disclosed upfront, so you can see them, compare them and ask about them. Be polite, be specific, and compare with similar projects before you ask.

How do I check and negotiate? (7 steps)

  1. Ask for the full cost sheet with every line item: base price, floor rise, PLC, parking, clubhouse and other charges.

  2. Ask how floor rise is calculated: which floor it starts from, the rate per floor, and whether it is capped.

  3. Ask what the PLC is for, and whether it is charged once or also built into the per sq ft rate.

  4. Confirm the view is real. Check the sanctioned plan and the project’s phases, to see whether future construction could block the view you are paying for.

  5. Compare price per carpet sq ft across similar units and projects, premiums included.

  6. Negotiate a lower PLC or floor rise, a waiver, or a free extra such as parking, and get the agreed terms in writing.

  7. Check the agreement for sale matches the cost sheet to the rupee before you sign or pay the booking amount.

What should Bengaluru buyers check on top of this?

  • What the floor actually gives you: check lift reliability, noise from roads or flyovers, afternoon sun and ventilation on the specific floor and direction.

  • Parking and other charges: these are also on the cost sheet, so compare totals, not just base rates.

  • K-RERA registration: confirm the project registration and that the agreement for sale follows the notified format.

  • Resale: a premium unit may fetch more on resale, but not always by the amount you paid, so don’t assume the premium comes back.

  • Papers: verify title and approvals, as in our legal opinion guide.
